The Port of Beirut is situated north of Beirut, Lebanon. Sellhorn had been appointed by the Port Authority to assist in the extension of the existing container terminal. The 1st phase was an extension study, developing four options which have been evaluated and compared with regard to the long term development of the port. A 2nd phase included the preliminary design for the most suitable short term solution and a 3rd phase included the preparation of Tender Documents for the latter option and also participation and assistance during the Tender Process.

Phase I:
The following design basics have been defined and assessed by Sellhorn:

  • Wave modelling study for the eastern Mediterranean and in higher resolution for the port vicinity to obtain design waves and wave occurrence probabilities.
  • Design vessels and resulting sea bed level requirements.
  • Navigational study regarding approach, departure and turning manoeuvre of container vessels.
  • Structural evaluation of existing quay walls, design parameters and recommendation for future quay walls.
  • Earthquake and soil data collection and evaluation.
  • Container throughput study.
  • Assessment of required terminal area.
  • Arrangement of several berthing/ quay wall options (4 options).
  • Advice on additional equipment based on available infrastructure, e.g. minimum numbers of Ship-to-Shore cranes.
  • Cost estimate for several options and equipment.

Phase II:
Preliminary design and calculations for the most suitable short term solution resulting from Phase I, which included mainly:

  • Dredging works
  • Reclamation works
  • Soil compaction
  • Quay wall design
  • Quay wall furniture and interface infrastructure.

Phase III:
Based on the design of Phase II, Tender Documents have been prepared, which included bidding procedure, legal and technical requirements, drawings, specifications, method of measurements, conditions of contract etc.
Sellhorn also provided assistance to Port of Beirut Authority in bidding and evaluation process until awarding of construction contract. The following services were provided by Sellhorn:

  • participating in one organised site visit for the bidders and attending the pre-bid meeting in Beirut,
  • answering tenderers’ questions and issue required tender addenda,
  • attending the public opening of the technical and the commercial tenders,
  • check of received tender documents,
  • evaluation of the technical tender and participating in clarification process,
  • evaluation of the commercial tender,
  • summarising the evaluation results with recommendations for appointment of contractor and submission of a report.
